The Daleks construct a new and terrible city. This has the ability to magnetically cover itself with sand in the event of attack. It does just that when a Krattorian slaver ship lands looking for resources of sand. The Emperor realises the magnetism in the sand is not strong enough and they will be revealed. He orders the destruction of the crew.

When the slavers allow the slaves to rest, the Emperor changes his mind and instead realises that the Daleks can seize the ship if they set slaves against masters. He orders the Daleks to bring Sala, young female leader of the slaves, to him.
The Emperor makes a pact with Sala, promising her help if she can lure the Krattorians from the ship. Naturally, he is lying.

Together with a fellow slave named Astolith, Sala lures Kest, the Krattorian commander, from the ship. However, the Daleks then attack the vessel, kill the other Krattorian slavers and capture both the ship and the slaves. Kest threatens to kill Sala.
In a struggle, Sala and Astolith manage to overpower their Krattorian masters and escape to the Dalek city. However, Kest is close behind, and when he is captured by Daleks he promises them the secret of space flight if they help him capture Sala and Astolith.
Sala and Astolith elude the Daleks and make their way into the Krattorian ship, where the slaves are being held. However, Kest realises where they must be hiding…
As the Daleks prepare to board, Sala’s treacherous Uncle Andor is brought from the ship. He presents the Daleks with papers detailing the secrets of space flight. However, the distraction gives Sala and Astolith the time they need and they manage to blast off, killing Kest and Andor in the process. Unfortunately, the papers survive – the Daleks have the secrets of space flight.
